If referring to the chug, well that's the way this Lionel model came. Only way to do that is take apart the engine itself and install 2 extra magnets so the infared sensor can pick that up.

Wouldn't you think Lionel would have done it right?  Not rocket science when you're building it.

I know what you mean. Yea, Lionel didn't start doing 4 chugs per revolution until 2006/07. Anything before on steam were 2 chugs.
