Is this Decal Dulling Varnish still offered by Walthers?  If so, what do you thin it with & at what psi do you spray it?  How does it compare to Testors Dullcoat?

It hasn't been available for, perhaps, decades. Guessing that it ended when Walthers stopped making their own decals. It was artist's "dammar" varnish with talc added as a flattening agent. Never intended to be sprayed although I guess you could so long as you kept the talc in suspension. Thin with turpentine or mineral spirits.

It was great stuff in 1955. Back then locomotives were black and freight cars were brown. Yellowing varnish wasn't much of an issue. Heck, white shellac with talc worked just as well but wasn't a stock item in railroad modeling shops.

Dullcote - clear lacquer with talc - killed it off.

LOTS of dull and flat clear coat choices nowadays.

Thanks guys - was curious as to whether it was still around.  I have been using Dullcoat for years thinned 50/50 and sprayed at around 20psi with good results.
