12V headlight bulbs on 9V question.

I use LED's for everything now, but will have to use 12V miniature bulbs for headlights on a steeplecab.
If my decoder puts out 12V for functions, and I'd like to reduce it to 9V for extended bulb life,
is it as simple as using a resistor in line with the bulbs?
