If they do then what is the purpose of having 2 wall with Windows that are to far away and to small for anyone to see much out of ?

To let natural light in.  A lot of stations were that way.

They're sound walls that also have the windows to let light in so it won't be like a tunnel.

I think those purposes are twofold. One is windbreak for people on the platform. The other is blindfold for people near the station. The first attached photo is Utazu of JR-Shikoku, the second is Toyonaka of Hankyu, and the third is Kuzuha of Keihan. See the cab ride video on the JR-East Keiyo-Line.
