what did I buy?

I was browsing the local hobby store and found this HO scale car inside an Athearn box that had been blacked out. On the shrink wrap, it was written "open sided gondola" which I never heard of, and said what the heck and bought it! Any ideas of what could have been the back story or purpose of this car?
