Check out Arizona Rock & Mineral.  armballast.com  I use their HO scale ballast.  Real rock, doesn't float away when you apply adhesive solution.

Another real rock option is Scenic Express ballast.

Use N-Scale ballast for HO, it's in scale and looks better. HO ballast is way over sized.

I sifted the fine pieces out of a load of crushed granite bought for a backyard garden project,  Time-consuming, but cheap, and it looks just like granite.  Thinned acrylic washes shift to gray color if necessary.

Go to your local building materials or masonry supply company and ask to see samples of silica sand.  It is commonly used for sandblasting and in tile grout.  There are several different grit sizes ranging from coarse (#12 or #16) to medium (#30) to fine (#60 or #90).  Compared to buying small bags of model railroad ballast, silica sand is ridiculously cheap.
