Wheels for Exactrail Vert-A-Pac

Hello Board:

I need to get replacement wheels or trucks for an Exactrail Vert-A-Pac because the wheels will not turn at all in the trucks; yes, I tried using a MicroMark truck tuner but that didn't help  Unfortunately I bought this car used so who knows what was done to it before I got it.   Am I correct in assuming they they are 28' diameter? Any recommendations on brand: Kadee vs. Intermountain and replacing the wheels vs. a full truck/wheel changeout?  BTW, I have several of these cars and no problems with any except this latest one.

Do Kadee wheelsets still use plastic (Delrin) axles? I'd lean toward Intermountain's pointed metal axles for easier rolling. But that's just my 2¢ .

Yes Vert-a-Pac cars have 28" wheels. Intermountain does offer 28" metal wheelsets with .088 tread width.  Look for Intermountain set #40053.  They should work for your application.
