What does. "high load at axle 32" mean?

It means there's a high-and-wide detector, and 32 axles deep something set off the "high" part. (Don't know how that would happen with a passenger train, but....)

Um, no. No. 8 is a Superliner train. Dome car would not be taller than a Superliner.

Probably some sort of detector malfunction, unless somebody was flying a kite out one of the dutch doors or something had gotten seriously loose on the roof.
