At the end of the day the train will finish its run at Penn Station in New York City.

Not to be funny, but my guess is that it cost too much money for Amtrak to spend when they can just seal it off and be done with it. There is a narrow flat panel in the letter board on one end that use to say "FOOD SERVICE CAR". Now it is simply blank.
