I hope Amtrak does not cut the Crescent / Carlionia
Some days Amtrak ridership can be low but on orther day lots of people ride it . I have seen the Crescent operate for many years

I don't know about other sections of NS, but the Alabama Division, at least on the AGS south from Birmingham to Meridian has had the PTC up and running for a number of freight trains for some time now. Other sections of the division that do not have passenger trains also have had the PTC up and running. However, I have heard there has been trouble with the system, so I presume they are working out the bugs. NS had one of their trains get stopped by PTC about a week ago between Tuscaloosa and Meridian, so it is working.

At the end of the day I believe Amtrak will continue to operate all trains on routes that are deemed to be legal according to the law. My suspicion is that no Amtrak rotue will become illegal according to the law come 1 Jan 2019.

You will know way before January 1 what is happening to any and all routes come Jan 1. The deadline for waiver filing is 1 Sept 2018, and I am sure Amtrak will have a very good idea before it publishes its Winter time table.
