FL BrightLine quiet zones

The Palm Beach Post reports on the uproar about quiet zones in Palm Beach county.

Several residents expected some thing approaching absolute quiet, but are upset as trains blow for track workers etc. Others are concerned the trains are too quiet.

In other news, BL struck and killed a person on its tracks Wednesday evening. No word on whether the person was a suicide.

Code of Federal Regulations Title 49 Part 222 (Use of Locomotive Horns at Public Highway-Rail Grade Crossings) Subpart B Section 222.23 (a)(1):

"Notwithstanding any other provision of this part, a locomotive engineer may sound the locomotive horn to provide a warning to animals, vehicle operators, pedestrians, trespassers, or crews on other trains in an emergency situation if, in the locomotive engineer's sole judgment, such action is appropriate in order to prevent imminent injury, death or property damage."

Yes.

I believe part of the problem is the QZ was presented to neighbors as an absolute, when, as you note, it is dependent on many factors.

On my BL trip this weekend, I was amazed at the amount of crossing work going on in the three counties. Easily 50-60 different jobs

Another article in the Post this morning says police have concluded it was likely a suicide, though the investigation is not quite complete yet.
