I see that set every time I head from NY Penn to Newark Airport. What is the extra C signal for?

For the SEPTA signals they seem odd with the horizontally aligned bottom aspect - do you know what those show?

The "C" is lit when the track is clear to the next interlocking. The signal is used with cab signalling.
