Redeeming AGR points

When buying tickets for Amtrak travel using Guest Rewards points, does Amtrak always use the "Value" fare to determine the amount of points you need? Seems to be that I remember in the past being able to calculate the points off the "Saver" fare, or am I mistaken? When I have booking travel of late, it is always off the Value fare, even when there is a Saver fare available.

Since they have gone to the new system, the cheapest type fare of the four, even if available for purchase, cannot be had by AGR. IOW, the $49 NEC fare equivalent is not available for AGR.
