I noticed that Siemens has a wide range of open positions for its Mobility business in Sacramento CA. About 50 listed positions in welding, fabrication, electrician, etc. Some paying up to $48 plus benefits.

More than a thousand people already work there.

Does anybody in North America actually know how or want to do that anymore?
All the guys who used to work at Budd's Red Lion plant are long gone.

On my last visit, they were looking for welders. Very unique operation.

Our local comunity college offers an AWS certified, 2 year program in welding. 

My understanding is this and the small engine repair, diesel mechanic, etc are always over subscribed.  Apprentice work while you're learning pays well, and there are multiple job offers

Everybody is looking for welders. Our local Mojave high school has a superb welding program thta trains HS students and adults...

Believe it or not one does not need railway experience to fill these trades if one is properly trained.

You don't need a lick of railway experience for this job.
But you do need your welding certifications.

There is some good money to be made in the trades. Everyone does not have to go to college!
My brother-in-law is a very energetic plumbing contractor and has done extremely well for himself.
