Amtrak unit #199 in ATL

A railfan buddy reported that P-40 #199 was on the old Atlantic Steel lead sitting by itself at Brookwood/Peachtree Station in Atlanta  Anyone know was it bad ordered?  Was it involved in an incident or is this for some kind of special move?

I saw it when coming into the ATL on today’s late arriving 19. It was removed from last nights 20 presumably due to mechanical issues. Loco 13 went forward on 20.

That explains why 20 sat in the Atlanta station for almost 3 hours. It was already over an hour late getting into Atlanta. It was 5 hrs 51 mins late out of DC.
