They are getting their positive message out before another wave of negative information comes out from the May NTSB hearing.  It seems like a wise move on WSDOT's part, especially if they hope to begin using the Point Defiance bypass anytime soon after the NTSB findings are released.  It's going to take some major work to win back the public's trust.

Overspeed with fatalities is also what caused 188's crash in North Philly. In order to be permitted by FRA to re-open 4 days later, at a time that pre-dates PTC, the ATC system had to be activated for that curve in that direction. The older ASC/ATC systems on the LIRR and ex-PRR use signal indications to enforce speed limits, and has been in effect for decades, though not everywhere it should have been. MN did not use it for that purpose, and the fatal Spuyten Duyvil wreck eventually occurred. They do now. I think LIRR was more thorough. They had their share of wrecks in the early 1950's.

Signal designers in 2008 were already writing papers to authorities pointing out that the CSS/ATC system could be easily adapted to provide positive train control and prevent overspeed on curves.
