Atlantic City Line question

This article says that Philadelphia-Atlantic City service resumed on Sunday May 12 as per this article

The article also mentions that westbound schedules were tweaked to provide for a 7:21 am weekday arrival into Phila.  Why is this a bid deal - when were the morning arrivals into Phila before the service was suspended last Sept?

Rush hour service was cut in 2010 by Governor Christie, including the most heavily used train in the AM rush for the entire day. They restored it at the expense of early AM trains used by some late shift workers.
