The union notes much of the work is done on an emergency call out, unplanned. The NY Times observes at least one guy was the sole person qualified to operate a testing process. No back up, no plan B. And he has retired. What the heck is that about? A one guy specialty. And there's no effective time management system. Yes. Although both the subway / bus and the Rail workers were attacked by the Governor, only the TWU was quoted in the article. Pushing back, hard.
