Not surprised. After the NYCT R179 fiasco with BBD, they were banned from the huge R211 car order, which will be for a base order  of 535 cars,, but options for up to 1,077 cars. Only NJT wants to deal with that outfit.

The BART C cars were not built in Pittsburgh, PA.  They were built in Pittsburg, CA.  The town in California has never had an "h" at the end of the name.

Alstom built the C1 cars in Pittsburg, and I think Morrison-Knudsen also built the C2 cars there.

In many municipal and state contracts, having the work done "in state" boosts your chances of getting the order.

Didn't somebody establish a facility in Yonkers NY to snare one of the NYC subway deals?

So where in Pittsburg is the railcar manufacturing plant going to be?
I kind of wonder if they might raid the Seimens railcar plant over near Sacramento for employees, which seems to be doing quite well in that part of the world.

If only BART had sone some research on how bad BBD has become.............they are years late on this order, and BART testing personnel have uncovered numerous defects.  Thank goodness BART has its own testing crew, because otherwise it would be far, far worse.  They basically held BBD to their contracted word, rejecting many cars, which must be making BBD squirm like crazy, given their poor quality control during assembly.

The company that makes the cars, Canada-based Bombardier, Inc., is moving into a Hitachi-owned warehouse on Loveridge Drive in Pittsburg, company representatives said Friday.Bombardier is leasing 122,750 square feet of the facility, with Hitachi retaining about 67,000 square feet, said Kolette Simonton, Pittsburg’s assistant director of economic development.
