Capitol 30 Held for Eagle Passengers Today ?

Eagle arrived Chicago today and theCapitol departed at 7:24 pm(44 mins.late) Lots of time for passengers to transfer to the Capitol.
Was the Capitol held that long simply for transfer passengers from the Eagle or were there other reasons ?Just wondering.  TIA
