I was told years back that in WA state they had there income exempt from taxes that other business had to pay for there labor workers. They are the ones that drive things like the suits you see on TV ads the one for aspestos it a rip off as that huge pile, not the smaller one they pay out of is still growing intrest as they have it tied up in courth and have had for may years. So nothing new about this dea. Just taxpayer money.
