Amtrak's spare parts, time available for repairs situation

A while back there was a thread mentioning chronic shortages of key locomotive parts in various Amtrak service centers and shops. Basic stuff like filters, some brake shoes, etc. And, little time to complete the required work to service incoming equipment and turn around. Fewer people doing more work on older equipment.

When Wick Moorman was appointed CEO / President of Amtrak, he said he would put a "vice president" on the (newly built) shop floor in Chicago to assure that employees had the parts and tools necessary to do their jobs. And anyone signing off on work not done would be fired. An experienced NS guy was given a desk and chair on the shop floor to make this happen.

So, three + years later, did any of that actually happen? And is the parts locally available supply appropriate for the work that has to get done?

My question is prompted by a breakdown of outbound power in the Chicago yards last week. Barely made two thousand feet into a two thousand mile trip....
