Rhode Island mandate and Amtrak

Will this essentially close the NEC thru Rhode Island?  Or just keep the doors closed and don't stop?  From CNN

Rhode Island is requiring anyone traveling from New York to self-quarantine.  Rhode Island Gov. Gina Raimondo today said she is “mandating, not suggesting” a 14-day self-quarantine for anyone traveling to her state from New York.The executive order – effective immediately – also applies to anyone who has traveled to New York in the last 14 days.  The governor said she plans to execute the mandate by stationing members of the National Guard at bus terminals and train stations and will require anyone arriving from New York to check in and provide their contact information.State police have also been instructed to flag down cars with New York state license plates as they come into Rhode Island.

“This is unusual… this is radical,” the governor said of the plan to execute the mandate. 
Raimondo said Rhode Island has added 33 cases of coronavirus since yesterday, bringing the state’s total to 165 cases.

Forgetting Amtrak, just how do they plan to flag down cars on I-95 (even with much less triffic)?

And why should only those with New York plates be stopped? Anybody can be infected from any state!

In Impaired Driver roadblocks ALL cars are stopped, not just those from certain states where people go to bars!

If Amtrak cooperates and provides the passenger's PNR, it's all right there to see.

As infor, there are only two road to get to the Outer Banks in North Carolina and regardless to your paid up rental for beach front vacation, the state police set up blockades on the two bridges and if you are not a property owner, you are turned around. New Jersey warned not to move to their seashore area as they do not have the governmental support personnel or food sources.

You've never heard of  sobriety checkpoint?  Easy enough to set up a roadblock police checkpoint and stop all cars.

Because 1 in 400 people from Metro NY is known to be infected, with even higher numbers in NYC.

Compare this to 1 in 8000 in the rest of the country.

So, Rhode Island will set up its own border checkpoint in the train station? Using Amtrak's passenger manifest. That sounds like a fiasco in the making.

This will be another situation in which a court case will end up being filed because it is a violation of a person's rights under the Contitution of the United States of America. The case will end up making it to the Surpeme Court in 3-5 years or more and the plaintiff will end up winning the suit with a ruling that will mean northing because the outbreak will have ended 3-5 years before the ruling. 

This will be the same as the suits being filed as a result of the no gatherings rules in multiple states. The cases will be filed, and will end up, in the long run, with courts ruling for the plaintiffs, but it won't matter because of the timing. 

No lower court judge with any mind at all would rule in favor of the plaintiffs due to the ongoing public health emergency. Even if a judge ruled against the government(s) issuing these orders, no appeals court would uphold that decision given the ongoing circumstances. 

Yes we currently have numerous violations of the Constitution going on, but this is one time I think a judge will rule that the health of the public overridges the rights of the individuals given the cirumstances. (Similar to your Freedom of Speech doesn't allow you to yell Fire in a crowded theater).

Maybe not.  The number of passengers detraining from an Amtrak train would probably be in the single digits.  Maybe even the LOW single digits.

What if a person refuses to be tested (which involves touching)?

Will they arrest? Shoot? Looks like a quasi-martial law situation.  Maybe the NY National Guard should take over the RI government.

Which was, and is, complete BS.

I watched a Youtube video yesterday by an American who's been living in Novi Sad, Serbia, for some years. He mentioned that March 24 was the 21st anniversary of the NATO freedum bombing of that (Orthodox Christian) country.  Buildings still damaged, economy not recovered, etc... A la Iraq, Afghanistan, Ukraine, Syria... Remember how the Serbs were completely demonized by Americans, D and R?

He takes a walk to the neighborhood store and, lo and behold, it's fully stocked with toilet paper and cleaning products.

Who really won?
