Is track 22 the location against the retaining wall on the lower level?  Kind of "below" the tracks? Or is it the one Amtrak uses to line up outgoing locomotives on?

Yes, the platform serving Track 22 is adjacent to the retaining wall that supports the upper level. See p. 20.

This may be track 21. It was removed about the time the upper level was converted to hi-level platforms.
