I thought the shipper and Union inputs were clear; Flynn was on his case for someone relatively new to the job.. Politicains upset about losing 'their' trains. How decisions are made and $$B subsequently allocated is not clear to me.

Author: engineerinvirginia If you want x billion for any project you bury it in a bill with billions for all manner of other things and make sure some of it is expendable so it can be stricken without taking funds out your special project... sadly that’s the swamp way of doing it
