Amtrak 99 NE Regional BOS to WBG 4.5 hours late 6/19/22

All sorts of problems.  Their announcements blamed signals not working, engine failure and crew shift change. Does anyone have other insight?

Add commercial power lines down which stopped everything between Wilmington and Washington, then when that got cleared, traffic was so heavy and fouled up that New Carrolton-Washington was totally stopped for a time.
