Passenger Trains > 48(13) Why no acses engines available/ delay

So 48(13 was rolling though Amsterdam with 164 leading then got nailed due to I004 Having a hotbox then got stopped @ Hoffmans due to not having a a available acses engine & apparently a PTC test train lead 48 to Albany where 448 was given a new engine & 164 went on 49 , 49(14) & was delayed @ Albany for 2 hours . 49 power is back to back , nor was 164 leading on 49

Inquiring minds want to know why 164 was sent on 48/49 ?
