Passenger Trains > Mexico Looking to Add Passenger ROW beside Freight ROW

Article from railway age magazine says that Mexico plans on spending $7B on several passenger corridors constructing passenger rails beside freight rails on the same right-of-way.  One of the corridors is from Mexico City to Nuevo Laredo across the river from Larado Texas.  Amtrak stopped service to Larado in 1978.  Interesting to see this development in Mexico and the fact they are working with CPKC on this shows a willingness of this freight company to perhaps enter talks with Amtrak to do some of the same in the US.  Below is one paragraph from the Railway Age article.  Has Amtrak ever proposed such a joint ROW usage similier to this?  There are several ROW's that could use a dedicated passenger track so that Amtrak trains do not interfere with frieght trains.

"Passenger services along CPKC right-of-way would be on the railway’s principal freight corridor: Mexico City – Querétaro – San Luis Potosí – Saltillo – Monterrey – Nuevo Laredo. “CPKC is actively collaborating with the Mexican government to support implementation specifically for the Mexico City – Queretaro and the Saltillo – Nuevo Laredo segments,” the Class I told Vantuono. “CPKC is making steady progress, actively and closely working with Mexican authorities on technical review of project segments. That includes providing detailed assessments and alternatives to facilitate decision-making, and mutual agreements. We are working toward clear agreements that minimize shared infrastructure usage between passenger and freight services. Where interactions are unavoidable, CPKC has proposed infrastructure solutions and operational adjustments, ensuring that the impacts on freight operations and growth remains minimal.”

One thing that AMLO wanted to do before Sheinbaum took over was reinstate services from Ciudad Juárez to Aguascalientes and on to Mexico City. That is referenced as still happening in the article, but it doesn't appear on any of the maps and there's been virtually no mention of it in any other article I've read since Sheinbaum took over, until now.

Thats the one that I'm hoping for personally since it would sort of connect with the Sunset Limited. It would be the only localized connection between the US and Mexican networks as things stand, and that's how I'd want to access it. I hope that really is still in the plans. 

Minor note:  Amtrak quit Laredo in 1981.
