Normally on long hauls, one assistant conductor and one conductor. If there is a 2nd a/c most likely they are posting (in training). Some NEC trains have a regular 2nd a/c if the consist is over a certain number of revenue cars (7?) Or is a constantly busy train.

Understood you got a second AC over seven cars , Amtrak would designate trains that were longer (more than seven cars) to have the additional cars shown as deadheads and didn't count for the extra AC . Not sure if this still applies in the Corridor , handling a lot of traffic most days now . Crew Management  probably prefers to not have a lot of "short crews" out there . Are there any Northeast Regional trains that operate with more than ONE OBS person , and they work end point to end point , ??

In the early 90's the western long distance trains out of Chicago were kept artificially short to avoid having a second A/C.
Short term gain for whatever Supt. was getting the bonus but long term shooting the company in the foot.
