The  2.2 mile route from Union Station vicinity to RFK Stadium will cease operations on March 31.  Originally seen as a cornerstone of an extensive network, the streetcar failed to gain traction and was seen as an orphan, even with a free fare.  The parallel bus route carried 5x as many passengers on a daily basis.

Construction and planning of the line spanned the Clinton, Bush 2, and Obama administrations, opening in 2016. The article mentions that foot racers often outpace the streetcar, and double parked cars will hold it for periods of time.  Some critics argue that the failure to actively tow double parkers contributed to the slow pace of the train.

Other articles have mentioned that multiple DC governments in the 2010's and 2020's disliked the project, but found it useful as a vehicle park surplus funds that could be pulled back later. Therefore, despite multiple anouncements, the 2 mile starter segment, was never expanded to the full 8 mile route that would have had useful connections.

I'm glad I caught these a decade ago (March 8, 2016).  Back then, I figured by now, a decade later, there would be a useful system in place.

Similar problems as th Northstar - would not spend the capital to extend the route to make it of much use.

No, not a similar problem as the North Star.  Commuter rail's market has traditionally been bringing white collar employees from suburbs to central business districts of large cities.  As the majority of those commuters work in occupations which could be performed remotely, ridership plummeted with the pandemic.  Many US commuter rail systems have not recovered,  This recent thread cites one example:

To date. no one has provided a convincing explanation as to how there would be sufficient numbers of commuters in the post-pandemic era to justify service to St. Cloud, a significantly longer distance to Minneapolis than Big Lake to Minneapolis.  While I agree with you that the Washington, DC streetcar should have been expanded to serve more markets.  However, a well-planned streetcar system could serve riders who work in occupations which must be performed at job sites (i.e. "essential workers") as well as serve much more than just trips to work.

The article mentions that the streetcar has played a role in the restoration and economic development of the H Street neighborhood. On a quick 2023 trip, I noticed a lot of newer buildings, and renovations etc underway in the area.  

My recollection is phase 2 (never built) would have added a branch down to the Navy Yard area and Anacostia, with more residential catchment possibility

In general, I believe the modern streetcar concept is flawed. When streetcars operate in mixed traffic with other vehicles, the high infrastructure and vehicle costs of rail transit is combined with the low service qualities of local buses.

That said, I understand the new Kansas City streetcar has been a success.

NY City speeded up some bus routes by assigning tow trucks with a police officer to continuously ticket and tow cars and delivery trucks blocking bus lanes.

Made a huge, immediate difference.

Yup. Designed to fail and, surprise, it did. I did some of the early work on the extension to 
Georgetown, but is was to be a separate railroad using battery electric power because of the restrictions on trolley structures and wire in that part of DC. So bhoth lines would end on a bridge over the Union Station trackage, convenient for pedestrians to Absolutely Nothing.

The 37-mile DC Streetcar network was a pet project of Mayor Adrian Fenty (2007-11.) Fenty was an unpopular mayor and lost the Democratic primary in 2010. Fenty's successors were indifferent to the project and the council chairman sought to kill it outright several times. The H St segment was chosen largely because they wanted to build a starter line ASAP and H St was already under reconstruction, so the streetcar elements were tacked on to the scope.
