I think I recognize the location - north side of JR Otsuka Station. It's a good place to de-train in middle of Yamanote Line joyriding for a little trolley-break.

Nice catch of the Arakawa Line trolleys, including the #9001 which I boarded in 2015 for a joyride and a "chase."
