I really like this kind of truck. Some model railroaders use to model it using Frateschi U20C truck shell.

I would guess that those are the air brake cylinders. I would further guess that the chains run to a hand-brake mechanism somewhere on the locomotive. Look at how the chains are attached to the lever running to the brakeshoe arms. Interesting arrangement. |
