Controversy over India planning for total electrification.

I believe they have big plans for coal fired power stations....might be part of the plan.

Perhaps, but since India is a nuclear power, they can easily build nuclear power plants ("peaceful purposes") without any assistance from other countries. Having electricity generated by nuke helps France, and when tsunami took down Fukushima #1 in Japan, they found out how important that was to keep the trains running in and around Tokyo.

Controversial, but they have a reasonable chance to achieve their goal.

Why can't India and GE update their contract to change it from diesel locomotives to electric locomotives?

I thought most of India's mains were electrified.

The article indicates they are, which is why the plain is "controversial" - they are proposing to now eletricfy many lower traffic lines.
