Reduced water levels in the Panama Canal

All this was predicted before the new locks were built . Gatun lake only holds so much water and even recycling it on the new looks there is still loss

Yes.  Low rainfall in the uplands means less runoff into the rivers. 

That's a lot of fresh water being lost...
