Cuba is also suffering from a severe constriction of fuel supplies.  Gifts of diesel fuel and gasoline from Venezuela have diminished, and local refinery capacity is very limited.

I saw some progress when I was there in 2017. From what I read, Russia was helping to rebuild some routes. Some parts looked great. I still haven't posted all the relevant photos but this post has some:
