FCAB Ollagüe Question

This critter seen in Chile has air hoses and couplers. I assume it's a railcar mover of some kind, but I've never seen one that looks like this. Anyone able to say what this is? Who built it?

That looks like a Matisa PV6 track recording car.

Cool. I would say home built but coupler on one end. But why? In the states I would call it a "critter".
