Windshield wiper motor? With a handle to run it manually for when it inevitably fails due to lack of maintenance?

Well, for a locomotive that will operate in desert areas I imagine that it is not such thing.

The wiper motor is above the window, so that's not it.
Looks like an control valve of some sort that uses air.

I imagined a kind of air blast valve to remove sand from the windshield.

The mines they will service are at 3000 metres (9840 feet).
If used over the eastern end of the main line to Bolivia, Ascotan Pass (Andes watershed) is at 3965 metres (13008').
Prior to around 1965, when the Collaguasi branch was closed, the FCAB high point was at Yuma 4401 metres (14,439'), FCAB still own this right of way, most of the track is still intact.

FCAB lease around 50km of the line east of Augusta Victoria from Ferronor, to reach the Zaldivar/Escondida mining district. This is the old State line to Socompa on the Argentinean border, that was sold to the Rail America/Andrés Pirazzoli S.A. JV in 1995. Now owned by Pirazzoli and operates under the Ferronor monica. Photos of a Ferronor 12-645 repowered U9C, east of the Zaldivar mine (managed by FCAB owner Antofagasta PLC), altitude probably 13500'

Do they have "standard" US style air brakes, with a straight air overlay? DMIR in Minnesota, now CN, had such a setup, I know they modified a few locomotives to control the straight air supplementary system but don't know if they've maintained it.

Looks like the independent brake set up from 26L brake used on pre 30A (desk top) and electronic brakes, unusual considering it has independent brake as part of the electronic brakes and still only 3 M.U. hoses per side.

Oops my bad, only 2 hoses per side, unusual to say the least, usually you have main reservoir, application and release, and actuating, but I can not read the labels above the hoses to make out what the 2 are.

Best C23-EMP photo I have received showing hoses.

GT42AC 3214 sighted outside at Muncie.

1400hp locos will go, 3 for every GT42AC, 2 for each of the GE's

Anyone wanting to see NF210 in action had better book their trip this year
