Dual gauge switching machine (Brazil)

Today afternoon I visited EVP yard  and took this picture of one of the switching machines there .

Is the yellow bar a safety lock?  I.e., you need to flip it over before you can throw the switch from the stand?

Looks like it manually keeps the points against the stock rail.

We call it "Taramela". It is a device to prevent switch points to move while the train is passing on them. It is used in the areas where we have switches moved manually.
