water over rails

I've seen several videos where trains are running thru water over the rails. I  believe these were usually from India or surrounding countries. I am wondering how this is possible since I am told American locos can't get their traction motors wet. What is different?

they have a couple inches clearance maybe a little more, it is done here, such at fort madison flooding, search that?   Maybe their locos have better clearance too?

Could the locomotives you saw be diesel hydraulics instead of diesel electrics? While I would not say widely used, diesel hydraulic locomotives are used in places outside of North America and in general appearance don't look that much different.
