Very nice. I loved how they kicked the drafts. Reminds of the 'old-time' railroading I watched as kid in the 50's. Is this recent?

That's not surprising, they were two generations away from the RSC1s which the US supplied to the USSR during WW2. The Penza PD1 diesel engine inside the TEM2s is a 1960s development of Alco's McIntosh & Seymour 539.

Domestically mined coal, for Ulaanbaatar's power stations.
