Phu Quoc

Phu Quoc, a Vietnamese island off the coast of Cambodia, is reversing historical trends.  My understanding is that the island never had rail transport, but is now constructing a 10-mile long passenger-carrying line to be completed in 2027.

Cruise ship passengers most likely.

Being built to serve 2027 APEC (Asia Pacific Economic Cooperation) summit. Light rail from airport to convention center.
