This was done to prevent social interests from overriding private interests in the operation of the lines. Companies cannot simply operate the lines without a counterpart that also serves the interests of the people.

The rail network is too big to be changed and broad gauge (1,600 mm) is our standard for new railroads to be built. Also, the narrow gauge rr are efficient and do perfect connection with the broad system using the third rail where it is necessary.
