photo AND video editing software package?

My photo and video collection is growing quickly since acquiring a flying camera last year.  I haven’t posted any videos here yet because, well, I’d like to do some serious editing first.
 
Can anyone recommend a great but inexpensive photo AND video editing software package for a PC? 
I’m hoping to find something that will do a good job of:
  • Exposure adjustment
  • Contrast adjustment
  • Cropping
  • Captions and borders
  • Cutting + splicing 4K video
  • Fading in/out
  • Adding sound
  • Extracting still frames from video
  • Anything else I haven’t thought of that I’ll need!

    You want the world, don't you!  I've never seen a combo package.  Look at Photoshop Lightroom for your photos.  And I think Adobe also has an el cheapo movie program.  But there are several other video editing programs, others will likely recommend.
