This is my M19T 2 cylinder Onan with extra set of wheels.

Wild guess: the extra set of wheels actuates signals by creating a short circuit.

Hmm, not sure here, but somebody put those wheels on backwards (J/K!). 

Shovels in the motor car, possibly something related to clearing unused track through road crossings?

These Idea are a little wild.  The extra wheels have the flanges on the outside of the rails at 63 1/4" to find wide gauge when running the track.  A track car following close can blow it horn to have me stop when he sees the wheels derailed and then we measure the spot and regauge the track or mark it for a new tie.
The wheels can be set to other distance based on the size of the rail head for the section you want to run.  There are no track circuits on idle or abandoned track. It can also be used with a quick run over active railroad track.  It has proved very useful as quickly finds trouble spots to check.
