I live in a townhouse community so there
are restrictions on outdoor antennas and 
associated outside cables.

I do have access to the attic to mount an antenna inside. 
Is there any app or whatever that would allow remote control
of a scanner and connection of audio output to my wifi.
That way I could listen anywhere in the house.

There are radios in the 500 and up range that are computer controlled, radio sits at a remote location with a CAT6 cable near the antenna and is controlled by the PC. Sounds comes out of the computer, I'll have to dig around to find them on the web. There's a number of ways to access the computer with a smartphone, or maybe run the remote radio with the smartphone. Haven't built a set up like that but there should be something around to do it.

Maybe I'm missing something here, but why not just put a good antenna in the attic and just run your cable down to your apartment/condo?  You're going to have to have power in the attic to run the scanner and the wifi equipment?  I guess I can see it if you are on the 2nd floor of a three-story building.

Because a cable would terminate in just one spot.
Sometimes I am upstairs, sometimes downstairs.
A splitter reduces signal strength.

I have had scanners since 1970 so I am familiar with
running cable.

While this could be overkill, some of the Sonos products would give you this result using an aux in on one of their amps.  Going that route (of course) would require Sonos speakers in your house.
Perhaps easier would be installing a Barix Instreamer 100 at the location of your radio, with a wireless extender to your WiFi network.  You could then listen to the Barix output using a Shoutcast/Icecast app on your smartphone by accessing the internal IP of the Barix on your network.  (Not for the faint of heart, IT wise).  You could take that a step further and configure your Barix Instreamer to forward the audio output to a Shoutcast server and allow others to listen in.  That is effectively how a radio scanner "feed"/stream server is set up.

Set up a radio whereever you want it connected to a pc and then stream the audio feed across one of may options of either a private connection for your cinsumption or a public feed for others to listen in on.
