I am guessing that the Manifest-NPlatte-PRoviso (ex-CNW Chicago yard) primarily handles UP Chicago area/Wisconsin traffic for switching at Proviso. Handling CP traffic in the Proviso block would make sense in that CP's Bensenville Yard is just a few miles north of Proviso. I seem to recall a Proviso originating Wisconsin bound train (MPRBU?) used to set out the CP traffic at Bryn Mawr, just a couple of miles north of Proviso.

Can a UP type confirm blocking and what in fact the blocking is for MNPPR?

MNPPR is a manifest that goes to Proviso and then goes over the hump to get reclassified into different blocks. You might be thinking of QNPPR that has a block of Conways that goes to the NS and blocks of Battle Creeks and Torontos that goes to the CN.
