Both railroads have filed suit against the State of Maryland
regarding the release of information concerning Bakken oil
shipments.

Hate to even ask this but could a person posting an oil movement become just as responsible in releasing information on these moves?

Generally, no.

Depends on how they got the info. If the person was a state employee etc with access to the info who decided that this info should be public, they could be prosecuted. [Edward J. Snowden is an example of that]

If the person received the info as a result of watching a train go by, and published it, it would be exceptionally difficult to find an applicable statute. The railroads don't have any inherent right of privacy for their cargo. Even military movements aren't protected by law.
