Questions about the UP between Flatonia & Victoria, TX

I noticed while in Flatonia, TX last weekend that Union Pacific was doing quite a bit of work around & south of Flatonia on the line to Victoria. Lots of ties & ballast being dropped. I did not expect to see this work with the KCS soon to depart UP rails in this area. Any idea why UP is working so hard on this line?

It's not just there, the sunset route all around Houston is getting ties, new grade crossings and alot of additional maintenance.

There was (and likely still is) a large coal movement to the Colletto Creek power plant near there, the tonnage comes south from Flatonia on the old SAAP (San Antonio and Aransas Pass) line via Yokum.

Long range that coal movement has the potential to double when the second unit at the power plant gets constructed.
