1)the locomotives being used 2)RR rules governing the speed of pass/business trains 3)the Dispatcher. On the Topeka Sub, BNSF typically runs their business/excursion trains btwn 55-60 mph. Passenger equipment is allowed to go the passenger speed limit. So, a business train with BNSF locomotives can go passenger speed, not to exceed 70 mph. Eventhough the freight speed limit on the San Diego Sub is 55 MPH, the officer special can go 70. It's a fun trip for a freight crew.
