they county would be better off letting mrl file to abandon the line, because under federal law they have to sell the at scrap value if someone offers to buy it. then they could find a shortline to operate it/

I doubt that another operator would be able to operate it any cheaper than MRL. It appears that there's simply not enough traffic to sustain it.
